Preheat the oven to 350°F. Line a 9-inch round cake pan with parchment paper.
To make the cake: Combine the flour, oats, sugar, baking powder, and salt in a blender; blend into a fine powder.
Transfer the contents of the blender to a large mixing bowl.
Add the maple syrup, applesauce, vanilla, and 1/2 cup of water; mix well.
Transfer the batter to the prepared pan and bake for 20 to 25 minutes, until a toothpick inserted into the center of the cake comes out clean.
Set aside until completely cooled, about 30 minutes.
While the cake is baking, combine all the frosting ingredients in the blender and blend until smooth. Cover and refrigerate for 30 minutes to thicken.
Once the cake has cooled, frost and enjoy.
